No on Proposition 90 Campaign
Prop. 90 on California’s November 2006 ballot was an attempt to leverage the public’s outrage over eminent domain abuses in order to pass far-reaching, unrelated provisions that would have severely restricted state and local governments’ ability to regulate land use and certain business practices. While voters clearly supported some level of reform of eminent domain laws, we knew that if they could be educated about the far-reaching impacts of the other provisions, they could be persuaded to oppose. No on Proposition 82 Campaign
By the time BCF was brought on board to help defeat Prop. 82 on California’s June 2006 ballot, proponents had been building support for “preschool for all” and their initiative for several years - giving them a huge advantage in terms of public perception and third party support.  Initial public opinion research suggested widespread support for “free preschool” for all children, funded only by the wealthy. But good concepts don’t always result in good policy and Prop. 82 was riddled with flaws. BCF quickly set about re-framing the debate, educating third party allies, the media and ultimately the voters about the flaws of Prop. 82.  The measure was handily defeated on Election Day by more than 60% of the electorate. The LOCAL Coalition and Prop. 1A
In 2002, local governments, tired of being state budget scapegoats, approached BCF with a challenge:  To help them organize, mobilize and speak with one voice to protect local government funding during the state budget process.  While protecting local government funding in the State Budget process was the immediate goal each year, the ultimate goal was to gain voter approval of a constitutional initiative that would protect local government revenues from state raids.  That goal was achieved in November 2004, when Proposition 1A was approved by an overwhelming 83 percent of the electorate. Californians Against Higher Insurance Rates
In late 2003, the California Insurance Commissioner was considering changes to existing auto insurance regulations that would have raised auto insurance rates for good drivers in the 53 rural counties of California while reducing rates for drivers in only 5 heavily urbanized counties. BCF worked to educate local elected officials, business groups and consumers in rural areas to coordinate regionalized opposition to the plan during a public hearing process throughout winter and spring of 2004. Ultimately more than 300 groups and individuals weighed in with opposition to this plan which helped shape the public and regulatory debate about the proposal. Read more…
