She has extensive expertise in crafting and implementing multi-faceted communications campaigns designed to accomplish clients' policy objectives with the electorate or with regulatory or legislative bodies
Among the most recent successful ballot initiative campaigns that Ms. Bicker has helped manage include No on Proposition 90 (eminent domain/regulatory takings), No on Prop. 82 (tax increase/universal preschool), Yes on Proposition 55 (school bond), Yes on Proposition 40 (Park/Water resources bond), Yes on 39 (55% threshold for passage of local school bonds), No on Propositions 30 & 31 (third party bad faith lawsuits), Yes on Propositions 12 & 13 (safe drinking water and clean parks), No on Proposition 9 (electric deregulation) and Yes on Proposition 1A (the largest statewide school bond in the nation's history).
Ms. Bicker has counseled several CEOs, senior corporate communications and government relations executives on a wide range of issues including energy, land use, labor relations, health care, education, insurance reform, water policy, finance as well as environmental and legal reform.
Prior to forming Bicker, Castillo & Fairbanks, Ms. Bicker served as Managing Director of Public Affairs in California for Burson-Marsteller, the world's largest public relations firm. In that capacity, Ms. Bicker opened Burson-Marsteller's Sacramento office and established it as the premier “go to” firm for issue advocacy, earned media and grassroots outreach for statewide ballot campaigns in California.
Prior to managing Burson-Marsteller's California Public Affairs Practice, Ms. Bicker worked at Stoorza, Ziegaus & Metzger, a Sacramento based public affairs and campaign firm. Prior to entering the private communications business she worked as a Public Information Officer for the Federal Liaison at the California Department of Education and for a Majority Leader in the California Assembly.
Ms. Bicker graduated from UC Davis with a Major in Communications with emphasis on Political Science.
